Woman dies in one-car wreck on Ky. 177

INDEPENDENCE - A 48-year-old woman died in a one-car wreck on Ky. 177 early Friday, according to Kenton County police.

Loraine Caudill, address not available, was pronounced dead at the scene.

Caudill's 1989 Pontiac Grant Prix ran off the roadway and struck a tree in the 14000 block of Ky. 177 shortly after midnight, according to police.

The wreck remains under investigation by the county's accident reconstruction unit. Police would not say whether Caudill was wearing a seatbelt of if they believed alcohol or drugs contributed to the crash.

'Enquirer' files suit over traffic-stop video

FRANKFORT - The Enquirer filed suit in Franklin Circuit Court on Thursday to gain access to an in-car video of a traffic stop by a Kentucky State Police trooper on Feb. 13 in Falmouth.

The traffic stop resulted in the arrest of an 18-year-old Pendleton County resident on charges of speeding and fleeing or evading police. The teenager, whom the Enquirer is not identifying, was locked up overnight at the nearby Grant County jail, where he was allegedly sexually assaulted by convicted felons.

The teenager has filed suit in U.S. District Court in Covington claiming his civil rights were violated because jail guards failed to monitor inmates that night. The teenager's attorney, Donald Nageleisen of Covington, says at least one guard told the inmates he was bringing them "fresh meat" shortly before the teenager was locked into the cell overnight. In addition, five inmates at the jail have been indicted on assault and sodomy charges in connection to the incident. Their cases are pending in Grant Circuit Court.

State police denied the newspaper a copy of the video April 18, citing an exemption under state law that keeps files of active police cases secret. The Enquirer had contended that the case was not active because the teenager had pleaded guilty to the traffic violations on March 29 and paid a $100 fine.

The suit states the general purpose of the newspaper's request for a copy of the videotape is to inform the public about the operations and conduct of the state police and to inquire into the public conduct of the teenage driver.
