Tristate A.M. Report

Compiled from staff and wire reports

UC student accused of role in melee

Using high-tech video enhancing equipment and image comparisons with student IDs, University of Cincinnati officials helped police identify a student investigators say was involved in Sunday's Cinco de Mayo party in Clifton Heights that got out of hand.

Cincinnati police on Thursday arrested Justyn King, 19, a UC student in the College of Arts and Sciences. Records show King, of Hamilton, is in the class of 2006. He is charged with aggravated rioting, a fourth degree-felony.

Police say King engaged in conduct that put the public in fear of danger and injury by coercing a crowd to help overturn two vehicles in the street on top of a fire.

OKI executive director to retire

Jim Duane, executive director of the Ohio-Kentucky-Indiana Regional Council of Governments, announced Thursday he would retire Sept. 26.

Duane, 63, has been head of the region's transportation planning organization for 13 years, and over the past 30 years has been an executive director of three such agencies.

OKI President Kenneth Reed, a Trenton city councilman, said a search committee has been formed, and would try to get a replacement before Duane's official retirement.

Duane, who earns $156,622 annually, oversaw the growth of OKI from a small, relatively unknown agency to one that controls the purse strings on every major regional transportation project.

He also saw OKI become the focal point in several recent controversies, including the debate over light rail , the battle over expanding an interchange on Interstate 75 in Butler County and the overall role of OKI in the region.

Lime waste pit battle may go to court

FAIRFIELD - The year-old battle over a proposed sludge pit near some of the city's most expensive homes likely is headed to court.

Late Wednesday, the Board of Zoning Appeal unanimously denied Greater Cincinnati Water Works an appeal for a cut-and-fill permit to build the 9-acre pit for lime waste.

Water Works sued the city last year after City Council refused to let the utility build the pit at its River Road water plant.

There was a public outcry against the pit. Residents even threatened to reverse a City Council approval with a referendum.

So Water Works applied for the cut-and-fill permit, but that, too, was rejected.

City leaders still are trying to reach a compromise with Water Works, but if not, the city has no problem going to court, Councilman Mark Scharringhausen said.

Water Works needs to build a new pit soon because its existing one, on private land in Fairfield Township, is near capacity.

Drug sweep at school leads to four arrests

MASON - Four students were charged after police dogs were used in a random drug search of Mason High School and parking lots Wednesday.

Three students face drug and drug paraphernalia charges, and the fourth was charged with possession of alcohol and possession of marijuana. Mason Schools officials said in all cases, the contraband was found in vehicles in the parking lots.

The students received 10-day suspensions with recommendation for expulsion. They can return to school after five days if they have scheduled a drug and alcohol assessment.

A fifth student, who was not charged, will receive a drug and alcohol assessment after a small amount of marijuana was found.

Four girls report flashing incident

WEST CHESTER TWP. - Police are searching a man who reportedly exposed himself to four 11-year-old girls as they walked home from Hopewell Elementary School.

The Monday incident wasn't reported to police until Wednesday when parents called detectives, West Chester Police Sgt. Steve Oakes said.

The girls were walking on Maddox Drive at 4:15 p.m. when a man in a light blue van drove past them, turned the vehicle around and pulled up alongside them.

He exposed himself and drove off, Oakes said.

Anyone with information is asked to call West Chester police at 777-2231.

Brookville man sought on sex count

WEST CHESTER TWP. - Authorities are searching for a convicted rapist and kidnapper they have charged in a recent sex offense at a motel off Ohio 747.

West Chester police last week signed a charge of unlawful sexual conduct with a minor against Jamie L. Naegele, 32, of Brookville.

He is accused of having consensual sex with a 14-year-old girl Feb. 14 at the Tri-County Inn.

After he failed to report to his parole officer in Dayton last week, he was declared a parole violator at large, state records show.

He was released on parole last June after serving 10 years in the Lebanon Correctional Institution, records show. He was convicted of kidnapping and rape charges in Clermont County in 1992.

Anyone with information about Naegele's whereabouts can contact West Chester police: 777-2231.
