Excerpts from Hamilton County Prosecutor Mike Allen's remarks Tuesday:
On July 26, the sheriff of Hamilton County, Simon Leis Jr., and ... staff delivered to my office the results of an investigation that they had been specifically requested to conduct by Cincinnati Police Chief Tom Streicher.
The probe was conducted to determine the credibility of accounts by Assistant Police Chief Ron Twitty concerning his report of a hit-skip accident. ...
My job as prosecutor was to review the sheriff's findings. After doing so, I instructed my senior staff to petition the presiding judge of the Hamilton County Common Pleas Court to convene a special grand jury, and that was done.
In total, over 20 witnesses were subpoenaed and testified, and a number of exhibits were presented to the grand jury, whose review stretched over a period of approximately 3
days.
Throughout this important process, I was struck by the diligence of both the Sheriff's Department and the members of the grand jury. In my 28 years in law enforcement, I have seen no case that received a more thorough or fair investigation and review, and I wish to commend the sheriff and the members of the grand jury for their dedication to their tasks.
