NAACP may contest redistricting
Plan described as not helpful to minority voters

FRANKFORT A national civil rights organization will likely challenge the redistricting plan for the Kentucky House of Representatives on the grounds that it did not do enough to empower minority voters.
Raoul Cunningham of the National Association for the Advancement of Colored People, said he met with House Democratic leaders Tuesday and became convinced the House is unlikely to revise its plan.
The redistricting plan for the 100-member House, passed this session after intense political bickering, creates only two districts in Jefferson County where there are black majority populations.
The NAACP has proposed the creation of three districts in Jefferson County with minority majorities. Another Jefferson County district and one in Christian County can be created to give minority voters greater percentages, Mr. Cunningham said.
He said the redistricting violates the federal Voting Rights Act by diluting minority influence.
Mr. Cunningham said the Kentucky NAACP will urge the national office to file suit as soon as possible.
It would probably throw everything in helter skelter if we can get into court before the primary, he said Tuesday.
