The city is prepared to spend $10 million to take the first step toward building a deck over Fort Washington Way. But it's a huge gamble because no one can say where the extra $34 million to finish the project will come from.

NO MASTER PLAN FOR THE RIVERFRONT
The proposal to build a deck over Fort Washington Way is the latest multi-million surprise for the riverfront overhaul, a billion-dollar project that is being built without a master plan. More than $80 million has already been spent on add-ons, and planning experts worry the result could be a disjointed hodgepodge of development.
STREET WORK DECEPTION BLAMED ON ...
The city's transportation director says engineers diverted $15 million from basic road work to bigger, high-profile projects because of pressure from City Council and the community. Engineers misrepresented repairs for seven years.
