Winburn asks housing agency for assurances

Wednesday, July 1, 1998

BY CAMERON McWHIRTER
The Cincinnati Enquirer

Councilman Charlie Winburn introduced a motion Tuesday calling on the city's housing authority to make a series of guarantees to the city before it gets $6.2 million to help with its $60 million overhaul of Lincoln Court apartments in the West End.

Mr. Winburn said the Cincinnati Metropolitan Housing Authority (CMHA) came to council late for the money. Now he wants to guarantee it will keep the city informed about the project. "They came to us at the last minute and they bushwhacked us, and I don't trust them," he said.

CMHA is a government agency not under the control of the city. The motion calls on the CMHA to supply the city with updates, reports and contractual guarantees about the project, which calls for demolition of all 53 buildings at the site.

CMHA Executive Director Donald Troendle would not comment on Mr. Winburn's motion.

The motion will be voted on in August. The project proposal was submitted June 29 to the U.S. Department of Housing and Urban Development (HUD). HUD is expected to rule on the project, and $35 million in funding, in October.
